Open Records Request
New Braunfels Utilities has a duty to respond to any written requests for open records. All requests must be directed to the Public Information Officer.
Any individual wishing to inspect or receive a copy of public records retained by New Braunfels Utilities must make the request in writing and may choose to do so via the online form provided below. Verbal requests shall not be accepted.
GIS Maps: We have made a change to our process for requesting GIS maps for your projects. Our new Infrastructure Information Portal will allow you to access current data for the general location of NBU Assets, including electric, water, and wastewater lines, and hydrant information. Once you create an account, the application will allow you to locate, view, and print the needed maps. Requests made for As-Builts will need to be submitted as an Open Records Request by clicking the link above and selecting the As-Built portal.
For All Open Record Requests: If the information requested is unclear or if a large amount of information is requested, you may be contacted to discuss clarifying or narrowing your request. There may be charges associated with production of the requested information.
New Braunfels Utilities is prohibited from releasing personal information in a customer’s account record, information relating to the volume or units of utility usage, and the amounts billed to or collected from the individual for utility usage, unless the customer requests that NBU disclose the information. Personal information in a customer’s record includes the account holder’s address, telephone number, or social security number.
The Texas Public Information Act requires governmental agencies to make available for inspection and copying information that is collected, assembled, or maintained by or for a governmental body if it owns or has a right of access to the information, except for information the Act exempts or prohibits from disclosure, according to Chapter 552 of the Texas Government Code. Please note, confidential information may be included in documents held by New Braunfels Utilities. In such cases, New Braunfels Utilities may not be able to release this information. The Texas Public Information Act requires a governmental entity to request a ruling from the Texas Attorney General in some instances. The Attorney General’s Office has 45 business days to respond to a request for a ruling. New Braunfels Utilities has a duty to respond to any written requests for open records, including those that are made through email. However, state law provides that a governmental body can designate a public information officer that is authorized to receive email requests for open records. If such a designation is made, the Public Information Act is only activated for email requests if the email request is directed to the assigned individual. Pursuant to Section 552.301(c), Government Code, the Chief Communications and Strategy Officer has been designated by New Braunfels Utilities to receive all electronic mail requests for public information. Accordingly, New Braunfels Utilities is not responsible for responding to electronic mail and fax requests sent to any electronic mail addresses and fax numbers other than the email address referenced in the section below.
Verbal requests for copies of public information for inspection are not accepted nor viable.
Public Information Act requests may be submitted in-person or mailed to: New Braunfels Utilities, 263 Main Plaza, New Braunfels, Texas 78130. All in-person requests must be written.
