The facility is designed with two independent power sources from separate substations to provide backup power during outages. During the storm, one substation was taken offline due to a lightning strike. The second source was unavailable because it was already out of service for planned maintenance that had been planned in advance of the storm. The overlap of those two conditions resulted in a complete loss of power to the facility.
